 The short form ICS means an "Internal Control System".
Starting from 1 January 2003,
enterprises and military facilities,
which circulate goods of strategic significance abroad should acquire an Internal Control System certificate (ICS),
which is an extension of the quality management system according to the ISO 9001:2000 standard.
In regard with the above,
the primary condition necessary to acquire an ICS certificate is having a certified quality management system compliant with the PN-EN ISO 9001:2001 standard.
According to the content of the act from 29 November 2000 on the circulation of goods,
technologies and services of strategic significance to the security of the state abroad,
as well as to maintain international peace and security,
dual application goods are technologies,
which can be used for both civil and military purposes.
Circulation of goods of strategic significance may be conducted exclusively based on and in the scope specified within the permit for export,
import and transit,
as well as for rendering the mediation services,
trade counseling,
help in entering into contracts and participation,
in any form,
in activities,
which concern goods of dual application.
The Minister appropriate for the economy matters,
in an arrangement with the Minister of Foreign Affairs and the Minister of Defense,
after consulting the chief of the National Security Agency,
specifies in a disposition the List of dual application goods,
circulation of which requires a permission and a List of weapons,
circulation of which requires a permission,
providing for appropriate international lists during their creation.
Polish Government specifies in a disposition a list of countries to which export or transit of goods of strategic significance through polish customs area is forbidden or limited.
